Democrat, District 39, Montgomery County. Member of House of Delegates since January 13, 1999. He is currently a member of the Economic Matters Committee where he serves on the Public Utilities Subcommittee and is Chairman of the Alcoholic Beverages Subcommittee. Previously, Delegate Barkley spent four years on the Judiciary Committee and six years on the Appropriations Committee. Delegate Barkley represents Maryland on the Labor and Economic Development Committee of the National Conference of State Legislatures (NCSL). Delegate Barkley is an outspoken advocate on the floor of the House on issues affecting Montgomery County and public education. Retired after 30 years as a mathematics teacher in Montgomery County Public Schools, he lives in the Seneca Park area of Germantown with his wife Nancy. Delegate Barkley has two grown sons, Matthew and Joseph.
